The C-1 - Village Commercial District is primarily intended to permit retail business and serviceuses which provide for the convenient shopping needs of Village residents. Furthermore, theintent is to encourage mixed uses with a Village scale and character. Uses permitted in thisdistrict are intended to be compatible with residential structures and surrounding neighborhoods,and are intended to be oriented to pedestrians. In order to promote such development, so far as ispossible and appropriate, uses are prohibited which would create hazards, offensive and loudnoises, offensive and/or obscene printed language visible from street and/or residentialproperties, vibration, smoke, glare, heavy truck traffic, or late hours of operation. The intent ofthis Zoning District is also to encourage the concentration of local businesses to the mutualadvantage of both the consumers and merchants and thereby promote the best use of land atcertain strategic locations and discourage marginal strip business development along majorstreets. It is further the intent of this Zoning District to encourage the retention of existing residentialstructures, either in residential use or converted to other permitted uses, and to ensure thatremodeled or new structures will have a character similar to the existing small town character ofthe Village.
